The lockout device colors correspond with ASME (ANSI) A13.1 pipe color code schemes
Colors:

Blue-Indicates non-hazardous gas such as Argon
Green- Indicates valve is locked in open position or contains non-hazardous liquid such as Water
Red- Indicates valve is locked in the closed position or contains fire quenching material such as Halon
Yellow- Indicates hazardous gas or liquid such as Propane
